In my interpretation, the first balloon (Billy's) may have been a parent, or the person who took care of him, and mistreated him while nobody cared. When he found that other baby in the air, he found someone in the same state as his but unfortunately life took that person away from him. Then the other baloons are bullies and in the end the rest of the baloon represent the huge amount of violent people in the world. In the end it's a metaphore.I think.
